Well actually... Fossils have been found in the game from pokemons that lived many years before humans, and they still do in gen 3. So if the pokemon in gen 2 created gen 3, that would not fit with the timeline. As gen 2 was Discovered waaay after some pokemon in gen 3 roamed the planet. Furthermore. The whole timeline that the pokemon universe has crashes with this theory, and when it comes to Who to trust, the creators of the game of you, I'll sadly have to choose the creators.

There's a flaw to your theory good sir. You would need millions of Pokemon to be spliced to do this. I mean you would have to have an army of trainers collecting Pokemon and sending them in to get spliced. And I mean, this would provably be a messy en devour leaving all kinds of byproduct.
